Apprehensions Executed in Relation to Massive Unlawful Waste Site
A pair of individuals have been taken into custody as an element of an inquiry into the illegal deposit of several thousand of tonnes of waste in a open field in the county of Oxfordshire.
Officials stated that a 69-year-old was apprehended at a residence in the town of Andover, while a man in his fifties was taken into custody in Slough in association with the enormous mound of waste deposited near the area of Kidlington.
These apprehensions come after a recent investigation which exposed the presence of over 500 illegal tips throughout the country of England, encompassing at minimum 11 so-called "major sites" greater than 20,000 tons.
A spokeswoman for the environmental agency said that the detentions were for environment-related and financial violations and represented a "crucial step" in continuing probes. Both men have been set free on pre-trial release.
Scale of the Issue
The dump in the Kidlington area, situated between the river Cherwell and the A34, is thought to house approximately 21,000 tonnes of waste in a pile which is up to 150m (490ft) in length and 6m (20ft) in height.
This pile of garbage is made up of what looks to be sorted household rubbish, fragmented plastics, expanded polystyrene, tires and various household objects.
It represents just one of 517 unlawful sites across the country, at minimum 11 of which hold over 20,000 metric tons of garbage. They feature a 280,000-tonne area in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall and a 36,000-tonne dump in the county of Kent.
The total figure of such major sites is expected to be higher, as the regulatory body has earlier acknowledged it does not possess data on tonnage for all illegal site.
Most such locations are in agricultural locations, typically concealed, and on land that is intended to be agricultural ground.
Criminal Operations
Police say many are operated by criminal organizations, who are generating cash by charging significantly less than licensed operators to accept and landfill waste.
Companies have to pay gate fees to use lawful waste facilities, based on the amount and type of refuse they are trying to dispose of, and a waste tax is also applied at just over £126 per metric ton.
Community Outrage
Preparation operations to remove the Kidlington area dump commenced earlier this month following fears over the risk of fire and the impact that would have on the adjacent highway.
A private waste removal company has been granted the job to remediate the location over the next 12 months at a cost of £9.6m.
An investigations manager for the government regulatory unit stated that the authority would be looking to recoup the clearance funds under asset recovery acts from anyone ultimately found guilty at the termination of its current inquiry.
She further stated that these apprehensions would help "push the inquiry forward" and allow the agency to "pursue more lines of inquiry to determine in detail what transpired and who was a party to it".
"This illegal dump at this location was an atrocious and calculated affront on our environment and officials understand the local outrage at this egregious offence," she said.
A senior representative welcomed the actions, commenting: "This illegal dumping of garbage at this location is appalling and has led to significant damage to the natural world and upset to the local community.
"The administration is dedicated to eradicating this type of crime throughout the nation, by augmenting resources to address illegal dumping, hiring more staff and introducing stricter controls and penalties for those who break the law."
The apprehensions were made on Thursday by officers from a regional serious crime squad and are in addition to an previous apprehension of a man in his thirties from the Guildford area in the autumn. He was set free pending further investigations.
