International Committee of the Red Cross Assists Hamas in Recovery for Remains of Captives in Gaza
A Red Cross official confirmed that its personnel joined members of Hamas into zones of the Gaza Strip currently controlled by IDF control to facilitate the hunt for the remains of individuals held captive.
Truce Terms and Captive Bodies Return
Under the US-brokered ceasefire, which took effect on October 10, the group is required to hand over the bodies of all captives promptly. As a reciprocal measure, the Israeli government has agreed to transfer 15 Palestinian bodies for every Israeli body returned.
Hamas has so far handed back the bodies of fifteen of those taken hostage but zero in the past five days, as a portion of those bodies are believed to be in locations beyond the yellow line marking the temporary truce line.
Red Cross Involvement as Neutral Intermediary
“At the request of the parties, the International Committee of the Red Cross (ICRC) joined a party to the conflict as the party searched for the bodies of the deceased beyond the military-established ‘yellow boundary’,” said a spokesperson for the committee.
She continued: “Those involved to the conflict established the procedures of the operation and entrusted the ICRC to act as a neutral intermediary. The ICRC was not involved in those negotiations.”
The official further explained: “The ICRC was not involved in the physical hunt for the deceased nor does it engage in the retrieval of human remains.”

According to global legal norms, it is the responsibility of the sides involved in a hostilities to locate, gather, and recover the bodies of the deceased.
American Ultimatum and Regional Recovery Operations
On Saturday, the US president delivered a two-day ultimatum to the organization. “They is going to have to begin returning the bodies of the deceased hostages, including American citizens, quickly, or the additional nations involved in this great peace will intervene,” he posted on his online channel.
When the 48-hour deadline neared, the group, joined by the ICRC, teamed up with Egyptian teams, who were granted permission by Israeli authorities to search for bodies beyond the boundary marking the Israeli military’s pullback inside Gaza. An official representative said the delegation would use heavy machinery and vehicles in the operation.
Authoritative Confirmation and Media Coverage
The news was corroborated by an unnamed Israeli official, who told local press that Hamas representatives had been allowed to access sections of the region under Israel Defense Forces (IDF) control to look for the remains of captives, together with Egyptian and ICRC personnel.
“For this purpose, representatives were permitted to pass the designated boundary,” the official was quoted as saying.
Video published by a media outlet appeared to show individuals of a specialized group – belonging to the group’s armed faction tasked with holding captives – accompanying a humanitarian transport in a coastal area close to Rafah, which lies outside Israeli military control.
Challenges in Finding Hostage Remains
The search for the bodies of individuals taken captive has become one of the most delicate issues in the ceasefire reached between the parties. However, the attempt to locate the bodies has been difficult from the beginning, given the presence of an estimated 60m tonnes of debris across the territory, where, as per local health authorities, at least 10,000 Palestinians are recorded as missing, buried under the rubble.
Conflicting Statements on Body Location
The group has claimed it does not know the precise whereabouts of all the bodies, saying it has been unable to communicate with a number of its units that had been detaining the captives and were reportedly killed during Israeli bombardments.
In contrast, an Israeli government spokesperson claimed that the organization knew the locations of the bodies. “Should the group exerted greater effort, they would be able to recover the remains of our hostages,” the official said.
American Stance and Disarmament Talks
While the American leader has acknowledged that some of the bodies are hard to reach, he said that “others they can hand over now and, for some reason, they are failing to do so.”
“It may have to do with the disarming of Hamas,” he noted.
Washington has said it has obtained guarantees from the organization that the faction will disarm, though no specific schedule has been set. They remains hesitant to surrender its arms without solid assurances about the fate of its fighters.
